In another incident following a two-wheeler theft in the Deccan Gymkhana area, the police refused to register a complaint of a two-wheeler theft. The complainant was told: "You must have forgotten your two-wheeler somewhere in the area, check up first." It was only after pressure was brought from "above" that constables at the chowky agreed to register a complaint. With the rising frequency of citizen complaints about the uncooperative attitude in the various police chowkies in the city, a serious question is now being raised about the "motives" of the city''s police force. The other question raised is whether police statistics indicating a decline in crime in the city is reliable. Though police chief D N Jadhav rejected such a suggestion, the very fact that a lot of paperwork is involved in every complaint is possibly what is leading the lower staff from refusing to register complaints. Even in case of minor complaints of theft, the police have to prepare several copies of FIR, daily reports, broadcast report, make entries in the case diary, submit a report to police stations, invite suggestions from the crime bureau and prepare a chargesheet. All this "tedium" is eliminated if a "missing" complaint is lodged instead of a "theft". In the former, filing a single affidavit is enough, and the policemen spared the paperwork of registering a case. Former director-general of police, Bhaskarrao Misar, told TNN that the police often do not register crimes to avoid work or to "show performance".
